Finalists to fill the City Manager position for the City of Craig have been selected. Mike Foreman from Texas, Christopher Philbrick from Virginia, and Kathleen Ann Sickles from Colorado will all be in Craig to begin the final interview process next Friday. The City utilized an outside search firm to help with recruitment and vetting of the candidates. All candidates filled out a comprehensive questionnaire, and took part in online interviews, a psychometric assessment, and an extensive background check. 49 applications were received for the position from individuals from 20 different states. In addition to their interviews with city management, the finalists will also attend a welcome reception for the community next Friday morning from 9 to 11 at Craig City Hall. Mike Foreman has over 30 years of local government experience. He served as the City Manager for the City of Celina, Texas, from June 2011 until June 2016. Previously, he spent almost 20 years working for the City of Grand Prairie, Texas, serving as the Assistant to the City Manager from 2008-2011. Foreman is a graduate of the Texas Municipal League Leadership Academy. He holds a master’s degree in urban management and bachelor’s degree in business administration, both from the University of Texas.
Christopher Philbrick has over 25 years of public sector management and administrative experience at the local, state, and federal levels. He currently serves as an independent management consultant in Dumfries, Virginia. He previously served as Executive Director for the Department of the Army, Principal Municipal Adviser for the Ministry of Defense, City Manager for Fort Irvin, California, and Deputy City Manager for Fort Rucker, Alabama. Philbrick is an ICMA member and holds a master’s degree in strategic planning from the US Army War College, a master’s degree in management from Webster University, and a bachelor’s degree in government from Norwich University.
Kathleen Ann Sickles has almost 20 years of local government experience. She currently serves as Town Administrator for the Town of Cedaredge, Colorado, a position she has held since 2006. She previously served as GIS Coordinator for Delta County, Colorado. Sickles is a member of the Colorado City & County Management Association (CCCMA). She holds a master’s degree in public administration from the University of Colorado and a Bachelor of Science from Colorado Christian University.
